Building a Blue Lanka by Uplifting Communities- BLUECAP
Negombo Recycling Club – NRC was awarded a Regional Competitive Block Grant (RBG) to implement the project “Building a Blue Lanka by Uplifting Communities – BLUECAP.”
This project promotes a circular plastic economy through investments in product innovation and recurrent reduction of plastic waste in major rivers and the Indian Ocean surrounding the island. Aligning with the Avoid, Intercept, and Redesign (AIR) concept, BLUECAP addresses open dumping and burning of plastic waste by redirecting it into recycling channels. The primary goal is to increase plastic waste collection over the next five years by establishing 15 Material Recovery Facilities (MRFs) and generating over 5,000 job opportunities. Covering more than 90% of river mouths in 15 districts, the initiative incorporates education, awareness, interception, community empowerment, and women’s empowerment programs to collect 963 MT of recyclable plastic waste annually.
NRC, a private company responsible for the physical components of the project, leads the project. The lead implementing partner, Janathakshan, a non-profit private limited company, manages the soft activities and social mobilisation process. As the technical partner, Eco-Spindles oversees the recycling plant implementation.
