In 2013, GPRBA funded a successful pilot program that utilized performance-based grants to improve service delivery and financial sustainability in five municipalities. Building upon this success GPRBA seeks to expand the scope of the model, taking a comprehensive end-to-end service delivery approach that will also address institutional barriers at the local level.
