The BLUECAP initiative implemented by Negombo Recycling club (NRC), a Regional Block Grantee under the PLEASE project, has established 15 Material Recovery Facilities (MRFs) in various districts in Sri Lanka. The official opening of two MRFs in the Northern Province (Kilinochchi and Mullaitivu districts) was held on the 20th and 21st of August 2025.

The events were graced by the presence of the District Secretary of Kilinochchi, Chairman of the Local Authority, officers from the Divisional Secretariat, Officials from Local Authorities, representatives from the SACEP and UNOPS PLEASE Project Implementation Unit in Sri Lanka, and supporting community-based organizations.

The MRFs are the first of its kind in these districts. The MRF in Kilinochchi is a woman owned MRF, while the Mullaitivu MRF is owned by an aspiring youth entrepreneur from the area.  These are some examples of the innovative startups established by the BLUECAP project.
